(Editor’s Note: The question , of course, is where exactly did Sen. Walters tap Garth? Most readers would immediately embrace the age-old presumption that it was his shoulder but all sorts of tapping occurs on all parts of the body. More specificity would have led to superior clarity.)

I am thinking it was more a metaphor as opposed to an actually tap. Unless it was a shoulder tap which according to Wikipedia “is an act in which a minor asks an adult to purchase alcohol for him or her. Typically, the minor will walk around a convenience store and solicit help from a passing adult stranger.” And that make no sense whatsoever.
