  1. It’s too easy to say 1991, the year the major realignment structure for health and human services was enacted. I’m going to guess 1986 when realignment was proposed in the budget process and shot down by the counties.

  2. I agree with Karen- 1991 is obvious, but let’s not forget 1984 when they transferred indigent health – at 70 cents on the dollar because counties were so much more efficient than the state!

  4. in any year during which the legislature considers or proposes “transferring authority” for any program to counties, the matter quickly becomes known as “Shift and Shaft”. (ibid: McIntosh, above)

    And don’t for get to add “counties take the financial risk and the state calls the shots!”

  6. Thanks to all. Karen was right to go with her instinct. It is 1991. Remember how simple-minded the chief correspondent is.

    As to SugarMuffin’s point…All too likely.
